Try reading "The Anxiety Cure" by Archibald Hart. It's a very helpful book for people dealing with anxiety and panic attacks. Also try getting a book on relaxation techniques. You can learn some ways to relax (even in public) when you feel a panic attack coming on.

The key to curing anxiety is understanding the root cause, which is often deeper than it looks. I have social anxiety and get nervous when I'm called on in class, so I figured the cause of the anxiety was fear of not having the right answer. Then I got counseling and realized that the root cause was actually my fear of not being accepted by people, and so now I'm working on that.

A good counselor could help you understand the reasons for your panic attacks, and would also be able to help teach you ways to relax.
